1. When are the Republic Council meetings held?

City Council meetings are held the first and third Tuesday of every month. Meetings begin at 6:00 p.m.

2. What do I need to do in order to operate a business in my home?

The type of business you want to operate in your home will determine if you are allowed to conduct your business at your residence. You will need to fill out a Business License Application and Home-Based Business Questionnaire. Business Licenses must be renewed every year. Your Home-Based Business Permit is filled out one time only unless the location changes or the type of business you are engaged in changes. 3. Is there a Notary at City Hall?

Yes. Notarial services for citizens can be performed during normal business hours, of 8 a.m. to 4:30 p.m., Monday through Friday.

4. Can I register to vote at Republic City Hall?

Yes. You can register to vote at City Hall during normal business hours, 8 a.m. to 4:30 p.m., Monday through Friday. For specific information about voting in Greene or Christian County (e.g., absentee voting, your polling place, valid forms of identification required to vote, etc.) please contact either the Greene County Clerk at 417-868-4055 or the Christian County Clerk at 417-581-6360.

5. How often are the Mayor and Council elected?

The Mayor is elected by the qualified voters of the City to serve a 4-year term. A Council Member from each ward shall be elected to serve staggered 4-year terms.

6. When can I sign up to run for Mayor or Council?

The City of Republic holds a general election each April, according to the schedule published by the Missouri Secretary of State. For the election to be held in April, candidate filing begins mid-December and closes mid-January.  A notice of filing dates is published in the Greene County Commonwealth, City of Republic Facebook page, and at republicmo.com at least 2 weeks prior to sign-up.  Each Candidate wishing to file for office must appear in person to the City Clerk and fill out the candidate declaration form.

10. Can I speak at the council meeting?

Yes.

Procedure for speaking at a Public Hearing: The Mayor will open the public hearing, at which time members of the public will be allowed to speak regarding the subject. A three minute time limit is requested. Each speaker will need to sign in and state their name and address for the record.

Procedure for speaking during Citizen Participation: The Mayor will open citizen participation, at which time members of the public will be allowed to speak regarding any not on the agenda. A 3-minute time limit is requested. Each speaker will need to sign in and state their name and address for the record.

11. Why do some of the agenda items have a public hearing?

Certain items by law are required to have a public hearing for public input. Public hearings are always advertised in the newspaper prior to the meeting. Anyone is allowed to speak at a public hearing.

12. Why does the council go into an Executive Session?

The Missouri Sunshine Law has specific reasons why a board can go into Executive Session for discussions on real estate, personnel issues and litigation. Learn more about the Missouri Sunshine Law.

13. What are the qualifications for Mayor?

The Mayor shall be a citizen of the United States and a resident of the City of Republic for 1 year at the time of filing for office and shall be a qualified voter. The Mayor shall remain a resident and qualified voter of the City during his/her term of office. No person shall be elected Mayor unless the person is at least 25 years of age on the date of filing for the office. In addition, the person running for Mayor shall not be in arrears for any unpaid City fees or taxes or have a felony record.

14. What are the qualifications for Council?

A Council-member shall be a citizen of the United States and a resident of the City for 1 year at the time of filing for office. The candidate must also reside in the designated ward at the time of filing for office. The Council-member must be a registered voter and must remain a resident of the designated Ward during the time of service as an elected official of the City. In addition, a person running for Council shall not be in arrears for any unpaid City fees or taxes.

15. When can I sign up to run for Mayor or Council?

The City of Republic holds a general election each April, according to the schedule published by the Missouri Secretary of State. For the election to be held on April 5, 2016, the 1st day for candidate filing is December 15, 2015 and the last day for candidate filing is January 19, 2016. Each Candidate wishing to file for office must appear in person to the City Clerk and fill out the candidate declaration form.

16. Where do I get a birth certificate?

Both parties must appear in person at the Recorder's office with proper identification and proof of social security numbers. The Recorder's office is open Monday - Friday from 8 a.m. to 4:30 p.m. (except holidays).

19. Who do I contact if I have a problem with a Republic Business?

You may contact the Better Business Bureau at 417-862-4222. Or, you may contact the Missouri Attorney General Consumer Protection Division at 800-392-8222. If you feel a business is violating a Republic City Ordinance, you may contact the Republic Police Department at 911.

20. Do I need a permit for a garage sale?

No. You may have up to 4 garage sales per calendar year and each sale may be for 3 days in length at any 1 residential location.

Illegal Wastewater Connections

1. Is the City of Republic's water system fluoridated / chlorinated?

Yes. There is approximately 1.0 parts per million of both fluoride and chlorine added at all Well locations.

2. What is the hardness of the water within the City?

15 gpg (grains per gallon) or 250 ppm (parts per million).

3. What is a sanitary sewer?

A sanitary sewer is a pipe located in the City Right-of-Way that is designed solely to transport wastewater from sanitary fixtures and floor drains inside your house or place of business to the City's Wastewater Treatment Plant. Sanitary sewers in your neighborhood are owned, operated and maintained by the City of Republic.

4. What is a storm sewer?

A storm sewer is a pipe located in the City Right-of-Way that is designed to carry storm-related water runoff. Storm sewers are normally much larger than sanitary sewers because they are designed to carry much larger amounts of flow. Storm sewers are owned, operated and maintained by the City of Republic.

5. What is a surcharged sewer?

A surcharged sewer is when the sewer line cannot release the amount of water (or sewage) fast enough so it begins to back up into the sewer system and / or privately owned lines.

Surcharged sewers originate mainly from three different causes:
- Extraneous water entering the system through illegal connection.
- Restrictions in the City owned sanitary sewer lines or privately owned lines. These restrictions can be caused by a total or partial collapse in the pipes, misaligned joints, intrusion of tree roots, grease and oil products and miscellaneous items that make there way in to the sewer system.
- A combination of the items above.

6. What is an illegal connection?

An illegal connection is a connection that permits extraneous storm-related water (water from sources other than sanitary fixtures and floor drains) to enter the sanitary sewer system. The extraneous storm-related water is water that should be going to the storm sewer or allowed to soak into the ground without entering the sanitary sewer.

Water from drain lines of swimming pools, condensation of air conditioning systems, refrigeration systems or dehumidifiers are also restricted from entry into the sanitary sewer system.

7. What are the different types of illegal connections

Illegal connections include connections of downspouts, sump pumps and area drains to the house sewer lines; this means any physical connection that allows water from precipitation events into the sanitary sewer system are prohibited.

In addition, defective house sewer lines cause extraneous water to enter the sanitary sewers and thus they are also illegal connections. Illegal connections per City Ordinances also include swimming pool drain lines, condensation lines from air conditioners, refrigerators and dehumidifier units.

8. Where should storm drainage from downspouts, sump pump and / or other drain appurtenances be directed if it can't be discharged to the sanitary sewer?

Modern subdivision construction standards generally call for water from sump pump, area drains and the like to be diverted to the storm sewers, front or back yards or above ground drainage ditches.

9. Why is it important for everyone to remove illegal connections?

Removal of illegal connections will significantly reduce the flow of extraneous storm-related water in the sanitary sewer system. This storm water ends up at the wastewater treatment plant and is treated along with sanitary flow. The cost of treating this clean water could be reduced by reducing the quantity of water from the sanitary sewer.

The removal of this water can also extend the life of the wastewater treatment system. It also can help reduce the amount of backups of sewer in City and privately owned lines.

10. How can surcharged sanitary sewers cause flooding of my home or business?

A surcharged sewer flows at a level greater than the "normal" level. If the home has sanitary fixtures or floor drains at an elevation below the surcharge level flooding can occur, basements are particularly susceptible to this. The sanitary sewers have been designed to transfer sanitary waste only. Extraneous storm water flow added to the normal sanitary flow can exceed the capacity of the sanitary sewer resulting in a situation where the sanitary sewer is "surcharged."

Basically, surcharging occurs when the amount of flow trying to get through a pipe exceeds the maximum capacity of the pipe, thus backing up in the system (surcharging). When surcharging occurs, it seeks to relieve itself at the lowest relief point on the system. If your home or business has drainage fixtures which are lower than the nearest upstream manhole, flooding of basements and crawlspaces, or your home or business, is possible. Reducing the extraneous flow will reduce the surcharging and sewer back-ups.

Be aware that you don't have to have a basement to be flooded by surcharged sewers. If elevations of your lowest drainage fixture is lower than the elevation of the nearest upstream manhole, you can likely experience a flooding situation.

11. How can I help prevent flooding of my home or business?

If you believe your lowest drainage fixture is lower than the nearest upstream manhole, the installation of a backwater valve can help prevent this. A backwater valve allows sewage to flow only in one direction. If a surcharge condition does develop, it will help prevent the reverse flow of sewage from backing up into your home or business.

For all new construction or repairs, City Codes and the International Plumbing Code require the installation of a backwater valve.

12. Do illegal connections really contribute large amounts of extraneous water to the sanitary sewer system?

Yes. For example, an eight-inch sanitary sewer can handle domestic water flow from up to 465 homes; however, it takes only twelve sump pumps operating at full capacity to overload an eight-inch sanitary sewer.

13. How does the City of Republic identify illegal connections?

The City can find some illegal connects through work in the field, which can include Closed Circuit Television (CCTV) Inspection, smoke testing, dye testing, flow monitoring, inspections and reports made by citizens.

14. If I have an illegal connection, what do I do to correct it?

It is suggested you consult a licensed plumber to determine the most appropriate methods of removing or repairing a specific illegal connection. The following are some possible solutions:
- The sump pipe could be run overland to a ditch, street gutter or swale that could drain to another location. The sump pump can be run underground through a 4" or 6" diameter perforated PVC pipe, with holes at the bottom and back-filled with washed gravel. An overflow tube should be placed at the opposite end to allow the water to escape in the event the volume of the pipe is exceeded.
- Route the sump pump to a City storm sewer.
- Disconnect gutters, downspouts or area drains from the sewer drainage system.
- Disconnect any condensation lines.
- Repair privately owned sewer lines as required.

15. I've never had any flooding due to surcharged sewer. Why should I remove my illegal connections?

You may not have flooding due to surcharged sewers, but if your plumbing pumps or drains storm-related water into the sanitary sewer, it may well be the cause of flooding in your neighbor's basement.

16. Is the requirement to remove illegal connections unique to Republic?

No. In response to U.S. Environmental Protection Agency regulations, local governments have adopted ordinances or codes prohibiting the intrusion of extraneous storm-related water into sanitary sewers. The City of Republic has very strict regulations to reduce extraneous flows to sanitary sewers.

Jurassic Archery

1. What is Jurassic Archery?

The Jurassic Range at Brookline Park is a one-of-a-kind, guided dinosaur archery experience for youth and beginner archers. Archers complete a 3D archery course walking through the woods where they will stop at 5 shooting lanes equipped with dinosaur targets. Instructors play the role of park ranger while providing direction on range safety and the steps of shooting.

2. How does it work?

Groups of 2-5 archers will be introduced to their guide and allowed into the range at each distinct entrance time. It is important to arrive at the check-in table promptly at your entrance time.

Your guide will provide a short demonstration on range safety and the steps of shooting before taking the group to the shooting lanes. The group will stop at each shooting lane where each archer in the group will have the opportunity to shoot 3 arrows. The guide will provide assistance and instruction while shooting based on each archer’s knowledge and experience. Archers have the option to track their progress throughout the course on the provided score card. The course takes approximately 45-90 minutes to complete.

3. Where is the range?

The Jurassic Range is featured in Brookline Park, located at 2696 E Sawyer Road in Republic. Limited parking is available at the park. Carpooling is recommended when possible. Once at Brookline Park, archers should report to the check-in table near the bridge under the Jurassic Quest sign.

4. When is the range open?

The Jurassic Range is a fully guided experience. It is only open on select dates throughout the year. See a full list of dates for the season below. Dates for the 2022 season will be release on January 1.

5. Who can participate?

The course is designed for youth and beginner archers age 8-14 years. Individuals 17 and older may register to participate when accompanying a participating child. Children age 4-7 years may register to participate with parent/guardian assistance.

6. How much does it cost and how do I register?

The fee is $15 per archer. To register online and reserve your entrance time, visit recdesk.republicparks.com and select ‘Sign In’ or ‘Create Account’. Once logged in, the filter tool can be used to select ‘Jurassic Range’. Select an available entrance time and complete the registration and waiver. All archers must complete the registration to reserve an entrance time. Only 5 archers may register for each entrance time. Groups smaller than 5 may be paired with another group.

7. What should I wear? What equipment do I need? Can I bring my own equipment?

Archers should wear comfortable casual clothing and closed-toe shoes. All bows and arrows are provided. No outside bows or arrows will be permitted. Provided bows are from the Genesis and Genesis Mini lines. Both right and left handed bows are available. Personal archery protective gear such as finger tabs, gloves, forearm protectors, and chest guards are permitted, but not required.

8. Do you offer group events or birthday party packages?

Municipal Court

1. I have been placed on probation, ordered to complete a program or community service, now what?

If you have been placed on probation, you are required to abide by the conditions set forth on your probation order. The basic conditions are usually to: notify the court of any change of address, employment, obey all laws and notify the court of any tickets you receive while on probation. If you have been ordered to complete any programs, complete community service or anything else as a condition of your probation, you must complete the requirement in the time frame specified and provide proof of such to the court.

2. I received a ticket as a result of an accident. Do I have to appear?

Yes, all citations involving a motor vehicle accident are appearance required.  Additionally, a letter from your insurance company stating the status of any claims must be produced at the initial court date.

3. Can I pay for this ahead of time and not appear?

The only pre-payable tickets are listed on the Violations Bureau Page.

Please allow minimum 10 days for processing before attempting to pay any pre-payable offense.  

Any ticket involving a motor vehicle accident is Appearance Required and a letter from your insurance company stating the status of any claims should be produced at the initial court date.

4. How do I get a continuance?

Continuances will not be granted over the phone. In order to get a continuance, an appearance in the office will be required to obtain your signature.

5. Do I need an attorney?

You are not required to have an attorney, however the decision to hire an attorney is a decision that you need to make for yourself.

6. Can I get a public defender?

Public Defenders are not appointed at the Municipal Court level unless you are indigent and there is a possibility you could receive a jail sentence. At that time you will be informed of the process.

7. Is it possible to keep this ticket(s) off my driving record?

If you would like to ask whether options are available to you to keep the ticket(s) you received off your driving record, you will need to speak with the Prosecuting Attorney on your scheduled court date.  When your case is called, inform the Judge that you would like to speak to the Prosecuting Attorney about your options.  The Prosecuting Attorney will call your name when it is your turn, and you will then speak with her outside of the Courtroom.  If any options are available to you, she will inform you of those at that time.  Please note that the Prosecuting Attorney will not discuss any ticket(s) outside of court, or by phone, prior to your scheduled court date.

8. How many points will this be on my driving record?

All questions regarding points and driving records should be addressed by the MO Department of Revenue.

9. I received a ticket for no proof of insurance. Can this ticket be dismissed?

If you can provide proof to the court by means of a copy of your insurance card or a copy of your policy, indicating you had insurance at the time of the ticket, covering the vehicle you were driving, the ticket will be dismissed. This is done in accordance with Missouri Revised Statute 303.025.

10. Where is the court located?

11. I am the victim or the City's witness in a Municipal Court case. How will I know when to come to court?

1. Does the Republic Police Department unlock car doors when the keys are locked inside?

This is not a standard policy, however in the event a small child or animal are locked inside we will assist in getting the car unlocked.

2. Where is the Police Department located?

540 Civic Boulevard, Republic, MO. We are located approximately 2 blocks south of US Highway 60 West at the corner of Illinois and Civic Boulevard.

3. When I call 911 or the Police Department, what do I need to tell them?

The dispatcher will ask several questions. It is important that you listen to the dispatcher and follow their directions. Stay on the phone until the dispatcher tells you it is OK to hang up. They will need to know as much as you can tell about the following:

- What has occurred or is occurring?

- Location or activity?

- When did it occur, or is it occurring now?

- Are there any injuries?

- Were / are there any weapons involved?

- Are there any associated vehicles? (license, color, make, year, body style, wheel type)

- Suspect description? (sex, race, age, height, weight, hair, eyes, glasses, tattoos, marks, scars, complexion, hat, coat, shirt, pants, shoes)

- If the vehicle and / or suspect has fled, the direction of travel?

- Suspect(s) name if known

4. Can I call 911 from my cellphone?

Yes, but the signal may bounce off of another tower and may go to another city. Let the 911 operator know where you are calling from your name, address, and phone number, so we can get help to you as quickly as possible.

5. Why is it important to have my address on the front of my house?

Your address number should be posted at your driveway, visible from both directions if possible. Your address number should also be clearly posted on your home so it can be seen at night. Remember in an emergency there is no time to waste. Make sure you can be located quickly and easily. There is also a city ordinance requiring the posting of house numbers on the front of your residence.

6. Who do I contact for an Order of Protection?

Contact Greene County Circuit Court Clerk at 417-868-4074, located at 1010 Boonville Springfield, MO, for information.

7. Why do the storm sirens go off once a month?

The storm sirens are checked on a monthly basis to ensure they are working adequately. The scheduled time is the second Wednesday of the month, weather permitting.

8. Where are the storm shelters located?

Republic does not have certified storm shelters available; however, several area businesses and churches have volunteered to become emergency storm refuge areas. Please note that these areas are not a certified shelter and the City does not recommend or endorse their safety.

Should you decide to take refuge in one of these areas, always remember your travel time to these shelters as you could be left less protected in your vehicle than in your own home. For a list of the volunteer storm refuge shelters, please visit the Emergency Management Weather Refuge Page.

9. What am I supposed to do when I hear the sirens go off?

When severe weather is in the area, take shelter immediately.

10. My family will be going out of town. Can the police check on our house for us while we are gone?

Vacation watches are done only if staffing allows. We will not be responsible for your home while you are out of town. You can tell the police department that you are going out of town, and if staffing allows, someone will drive by your house. You can give us emergency contact information, so that we can contact you if an emergency arises, by calling the Police Department at 417-732-3900.

11. Who can I contact for road conditions?

The Missouri State Highway has a toll free number to inquire on road condition within the state: 800-222-6400. You may also visit their website.

12. Who do I contact about a traffic ticket?

Questions on traffic citations and tickets should be directed to the Republic Municipal Court at 417-732-3880.

13. Do I need a permit to install an alarm in my residence or business?

No. Residences and businesses within the city limits are not required to obtain a permit.

14. How do I find out if my lost wallet, bicycle, cellphone, etc. has been turned in to the Police Department?

Communications keeps a lost and found database when someone calls in property they are missing or they have found. Call 417-732-3900 to check the database. Also, there are times that the property room could have this, so also contact them at 417-732-3940.

Public Works "How Do I?"

1. How do I request a street closure for a block party or special event?

To request a Street Closure, the application linked below must be filed at least two weeks prior to the event with the Public Works Department. All applications are reviewed by the Public Works Director, the Police Chief and the Fire Chief. All three parties must approve the application prior to approval of the request. If the request is approved, the applicant will be notified as soon as possible. There is no charge for this process.

2. How do I request permission to work in the City right-of-way?

You must submit the permit application linked below to the Public Works Department for review and approval. If the permit is approved, the applicant will be notified. There is a minimum charge of $25 for a non-franchised applicant, and work cannot begin until approval is received.

3. How do I get my utility lines located prior to digging?

You must contact Missouri One Call (1-800-344-7483 or 1-800-DIG-RITE) 48 hours prior to digging. They will dispatch all member utilities to mark utilities located in the dig area. Please note, only utilities owned by companies or the City are marked. Utilities that are owned by the home owner are not marked.

Utilities owned by home owners are water and sewer service lines, which are the lines that run from the house to the owner's side of the City mains, any electrical, fiber, cable television lines, etc. that were installed by a private individual are not located through this request.

4. How do I find out where my water and sewer service lines are located?

Try to obtain the information from the previous owner or builder, or contact a licensed plumber.

5. How do I report a broken or inoperable street light?

Submit the request form linked below to the Public Works Department, or call Empire District Electric at 1-800-206-2300. If the request is filed with the City, the request will be forwarded to Empire District Electric, which maintains the street lights within the City limits of Republic. Questions regarding the status of the repair must be directed to Empire District Electric.

11. How do I report a deceased animal in the street?

Deceased animals on City streets can be reported by calling the Public Works Department at 417-732-3400. Deceased animals on County roads need to be reported to the Greene County Highway Department at 417-831-3591. Deceased animals on State roads need to be reported to the Missouri Department of Transportation at 417-895-7600.
